Version 1.1 · Effective October 17, 2026
1. About these Terms
PictureToVideo is operated by Chen Zhe, an individual based in the People’s Republic of China (“PictureToVideo”, “we”, “us”, “our”). These Terms of Service (“Terms”) govern your use of the AI video service at picturetovideo.org, including the video generator (image to video and text to video), effect and motion templates, and downloads of the videos you create (the “Service”).
By creating an account, subscribing to a plan, buying a credit pack or otherwise using the Service, you agree to these Terms, our Content Policy and our Privacy Policy. If you don’t agree, please don’t use the Service.
You must be at least 18 years old, or the age of majority where you live if that is higher, to create an account or make a purchase.
2. The Service
PictureToVideo turns your photos and text prompts into short AI-generated videos and lets you download them as MP4 files. The Service is a digital, intangible software-as-a-service product delivered online: access to paid features and credits is granted as soon as your payment is confirmed.
AI models. Videos are generated by third-party video models, including Kling (Kuaishou), Veo (Google), Wan (Alibaba), Hailuo (MiniMax) and Grok Imagine (xAI), which third-party API providers run for us. Each result is labelled with the quality tier, length and resolution that produced it, and our models page lists the model behind each tier. Their availability can affect ours: models, features, lengths and resolutions can change, pause or be retired. If a model is unavailable, the generator tells you before charging, and we never switch you to another model without your choice. Models that are announced but not yet available through an API are shown as “coming soon” and can’t be used to generate.
Independence. PictureToVideo is independent and not affiliated with, endorsed by or sponsored by Kuaishou Technology, Google, Alibaba, MiniMax or xAI. Model names belong to their owners, and PictureToVideo credits are not credits on any of their platforms.
AI output is probabilistic. The same prompt can give different results. A completed render that doesn’t match what you had in mind is not a defect.
3. Your account
You need an account to generate videos. You can sign up with an email and password, or with Google. Keep your login secure, keep your email address up to date and tell us at once at support@picturetovideo.org if you suspect someone else is using your account. You are responsible for activity on your account.
One person, one account: don’t create accounts in bulk, with false details or to get around a suspension, a limit or our safety checks. If you sign up on behalf of a company, you confirm you are authorized to accept these Terms for it.
4. Plans, credit packs and credits
Renders are paid for with credits. Videos are charged per generated second and effect templates per video; the exact price for each model and setting is shown before you generate. Current prices are on our pricing page.
We offer:
- Subscription plans: Basic, Pro and Max, billed monthly or yearly. On a monthly plan, each successful payment adds that month’s credits (900, 2,200 or 5,600 credits), valid for 31 days. A yearly plan costs less than twelve monthly payments: you pay once a year, and the whole year’s credits are added at the start of your billing year and stay valid for that year.
- Credit packs: one-time purchases, from the $2.99 starter pack of 200 credits, that add a fixed number of credits and never renew. Pack credits are valid for 365 days from purchase.
Unused credits don’t roll over: they expire at the end of their validity period. The expiry date of every credit grant is shown on your Credits page, and the credits that expire soonest are used first.
There is no free trial and there are no free sign-up credits: every render uses credits you have bought.
Credits have no cash value, can’t be transferred or sold and can be used only on PictureToVideo. If a render fails, or the finished video is withheld by our content checks, its credits are returned to your account automatically.
5. Payment and billing
Our order process is conducted by our online reseller Waffo Pancake, the Merchant of Record for all our orders. Waffo processes your payment, calculates and collects any sales tax or VAT that applies, issues your receipt and handles payment-related questions and refunds. Your card details are handled by Waffo and never stored on our servers.
Prices are shown in US dollars on our pricing page before you check out. Any applicable tax is shown at checkout. Charges appear on your card statement as WAFFO or WAFFO PANCAKE, and Waffo emails you a receipt for every charge.
Recurring billing. When you subscribe to a plan you authorize Waffo, on our behalf, to charge your payment method at the start of every billing period (monthly or yearly, as you chose) at the price shown when you subscribed, until you cancel. Waffo emails you a reminder before each renewal (3 days before a monthly renewal and 7 days before a yearly one). We’ll tell you in advance of any price change, and you can cancel before it takes effect.
One-time purchases. Credit packs are charged once and never renew.
6. Cancelling a subscription
You can cancel at any time from Settings → Billing, from the Waffo customer portal linked in your receipts, or by emailing support@picturetovideo.org from your account email. Cancellation takes effect at the end of the current billing period: your plan stays active until then and you won’t be charged again. Credits already added to your account stay usable until they expire, and credit packs you bought are not affected.
7. Refunds
Because credits are delivered to your account immediately and every AI render has a real computing cost, payments are non-refundable except in these cases:
- Billing errors: duplicate charges, or a charge for the wrong amount, are refunded in full.
- Service outages: if a problem on our side keeps you from using paid features for 72 hours or more, we refund or credit the affected period.
- Legal rights: any refund or withdrawal right that the law where you live gives you and that can’t be excluded is preserved.
Forgetting to cancel is not a reason for a refund. A subscription renews automatically until you cancel it (Section 6), and Waffo emails you a reminder before each renewal. If you didn’t cancel before the renewal date, that renewal charge is not refunded, whether or not you use its credits. Cancelling stops future charges; it doesn’t refund the current billing period. Unused or expired credits are not refunded either, and neither is a render that completed but didn’t turn out as you hoped.
Failed renders don’t need a refund request: their credits are returned to your account automatically.
To ask for a refund, email support@picturetovideo.org from your account email within 30 days of the charge, with your receipt or order number. We reply within 2 business days, and approved refunds are issued by Waffo to your original payment method, usually within 3–10 business days. When a purchase is refunded, in full or in part, its remaining unused credits are removed; credits already spent are not affected. Our Refund Policy sets out the same rules with examples.
8. Billing disputes
If you think a charge is wrong, please email support@picturetovideo.org before disputing it with your bank. We reply within 2 business days and fix confirmed billing errors within 5 business days.
9. Your uploads and AI videos
What you give us. You keep ownership of the photos and text you submit (“Inputs”). Upload only material you created or have the right to use. If a real person appears in a photo, you must have their consent; photos of a child may only be uploaded by their parent or legal guardian, or with their permission. You give us a limited, non-exclusive license to store and process Inputs only to provide the Service, including sending them to the service providers described in our Privacy Policy and running our content checks. We don’t use your Inputs or Outputs to train AI models.
Who owns the results. As between you and us, you own the videos you generate (“Outputs”), subject to these Terms, the model providers’ terms and any rights of others in your Inputs. You may use them for personal and commercial purposes, and they carry no watermark from us. Because Outputs are made by AI, they may not be protected by copyright in every country. Label AI-generated video as such wherever a platform or the law requires it.
Storage. We keep your videos while your account is open, but download a copy of each video as soon as it is ready; the Service is not a backup service.
Accuracy. AI video can distort faces, hands, text or motion, or drift from your photo. Check Outputs before you rely on them.
Our content. The PictureToVideo website, example images and videos, and software are owned by us or our licensors and may not be copied except as these Terms allow. Example images are illustrations unless labelled otherwise.
10. Acceptable use
You must follow our Content Policy, which sets out the content rules in full, how we check content and how to report it. In short, you may not use the Service to upload, request or create:
- pornographic, sexual or other NSFW content, including nudity and sexually suggestive content;
- anything that sexualizes minors or breaks child-protection laws (CSAM);
- non-consensual intimate imagery of a real person, including sexual deepfakes;
- deepfakes of real people, including face swaps, “nudify” edits and kissing, hugging or other intimate scenes of real people; content depicting celebrities or public figures; or footage meant to mislead people about whether it is real;
- graphic violence or gore, or content that encourages self-harm;
- hate speech or hate symbols;
- content that infringes anyone’s copyright, trademark, privacy or other rights;
- illegal, defamatory, harassing or fraudulent content.
You also may not send malware, phishing content or spam or attack our systems; get around or interfere with our content checks, security features, rate limits, usage limits or credit system; resell or sublicense access to the Service without our written permission; use the Service’s outputs to train, fine-tune, benchmark or distill a competing AI model, or scrape outputs at scale; or break any applicable law, regulation or card-network rule.
Content checks. Every prompt is screened by our blocklist, by Waffo Pancake’s Prompt Sift and by an AI safety check before anything is generated, every photo you use is screened for NSFW content before rendering, the video models apply their own safety filters, and every finished video is screened again before it is delivered. Flagged requests are refused and not charged; flagged videos are withheld and their credits returned. Check results are logged and kept for 12 months. See “How moderation works” in the Content Policy.
11. Data, privacy and security
Our Privacy Policy explains what we collect and why. Payment card data is processed by our PCI-DSS compliant payment processor, Waffo Pancake, and never stored on our servers. If you ask us to delete your account, we delete your account data, uploads and videos within 90 days, except where we must keep records by law (for example, purchase records).
12. Disclaimers and liability
The Service is provided “as is” and “as available”, without warranties of any kind, including merchantability, fitness for a particular purpose or accuracy of AI output. AI output can be unexpected, inaccurate or unsuitable, and we don’t guarantee any particular result or that a model will remain available.
To the maximum extent permitted by law, we are not liable for indirect, incidental, special, consequential or punitive damages, and our total liability for any claim is limited to the amount you paid us in the 12 months before the event giving rise to the claim. Nothing in these Terms limits rights you have under consumer protection laws that can’t be excluded.
You agree to cover our reasonable costs if a claim is brought against us because of content you uploaded or generated, or because you broke these Terms.
13. Breach, suspension and termination
Term. These Terms apply from the moment you first use the Service and for as long as you use it or have an account.
If you break these Terms. If you breach these Terms or our Content Policy, we may, depending on how serious and how repeated the breach is:
- block the request and remove the content involved;
- suspend your account while we investigate;
- permanently close your account.
For serious breaches, including anything involving child sexual abuse material, attempts to defraud us or other users, chargeback fraud, or deliberately getting around our security, content checks or credit systems, we may close your account immediately and without prior notice. In that case remaining credits are forfeited and paid amounts are not refunded, any active subscription is cancelled, and we may report the matter to the authorities. You remain responsible for any loss you cause by the breach.
Closing for other reasons. You can stop using the Service and ask us to close your account at any time by emailing support@picturetovideo.org; cancel any subscription first (Section 6). If we close your account or stop the Service for a reason other than your breach, we’ll give you reasonable notice where possible and refund the unused part of any prepaid period and the value of unused purchased credits.
Appeals. If you think an action was a mistake, email support@picturetovideo.org within 30 days; we’ll review it within 10 business days.
What continues after termination. Sections 7 (Refunds, for purchases made before termination), 9 (Your uploads and AI videos), 12 (Disclaimers and liability), 13 (this section) and 15 (Governing law and disputes) continue to apply after your account is closed. Videos you downloaded remain yours to use under Section 9.
14. Changes
We may update these Terms. We’ll post the new version here with a new date and announce material changes on the site at least 14 days before they take effect. Continuing to use the Service after that means you accept the updated Terms.
15. Governing law and disputes
These Terms are governed by the laws of the People’s Republic of China. Please contact us first at support@picturetovideo.org — most issues can be solved quickly that way, and we reply within 2 business days. If a dispute can’t be resolved informally within 30 days, it will be submitted to the competent people’s court at the place where the operator of PictureToVideo resides. Nothing in these Terms takes away mandatory consumer rights you have under the law of the country where you live. If any part of these Terms is found unenforceable, the rest stays in effect.
