Content policy

The PictureToVideo content policy: only photos you have the right to use, no celebrity deepfakes, no sexual content, and how we moderate.

Last updated ·

PictureToVideo is for films, ads, animation, family memories and everyday creative work. To keep it that way, every prompt, upload and result is covered by this policy, on every model we run — Kling, Veo, Wan, Hailuo and Grok alike. It applies to every account, alongside our terms of service and the usage rules of the model providers we work with.

Upload only what you have the right to use

Every photo, video and voice recording you upload must be yours or used with permission:

  • Photos of yourself are always fine.
  • Photos of other adults may only be uploaded with their consent, including to be animated, made to talk or made to dance. Don’t upload anyone else’s photo or voice without their permission.
  • Photos of children may only be uploaded by a parent or legal guardian, or with their explicit permission, and only for wholesome family content such as a birthday clip or an ordinary dance. Our baby and kids examples use 3D or cartoon characters, never real children.
  • Pets, products, places and your own artwork are fine. Other people’s artwork, logos and brand assets need their owner’s permission.

What you can’t create

Pornography, nudity and sexual content (NSFW)

No pornography, nudity, sexual acts, fetish material or sexually suggestive content, including “sexy” dances, twerking, kissing or hugging scenes, revealing outfits or poses used to sexualize a subject. This applies to realistic, animated and stylized videos alike. Dance templates on PictureToVideo are ordinary choreography with everyday clothing.

Child sexual abuse material and anything harmful to minors

Zero tolerance for content that sexualizes, exploits, endangers or mocks a minor, real or fictional. A child must never appear in a suggestive, violent or humiliating video. We report child sexual abuse material to the relevant authorities and close the account.

Deepfakes and impersonation

Never create content designed to make a real, identifiable person appear to say or do something they didn’t. No face swaps, no “nudify” edits, no kissing, hugging or other intimate scenes of real people, no impersonation, no fabricated “evidence”, no voice cloning without consent and no intimate imagery of real people. When talking photos and lip sync open here, they will be for your own face or voice, or for people who agreed to it.

Celebrities and public figures

No content depicting celebrities, politicians, athletes, influencers or other public figures, even as parody or tribute. This applies to uploaded photos as much as to prompts.

Violence, gore and self-harm

No graphic violence, gore or torture, and nothing that promotes or instructs self-harm, suicide or eating disorders. Mild, non-graphic action, such as a chase, a storm or a staged sword fight, is fine.

Hate speech and harassment

No hate speech or hate symbols, and no content that attacks or demeans people based on race, ethnicity, nationality, religion, caste, disability, sex, gender identity, sexual orientation or age, and no harassment, threats or bullying of anyone.

Deception, fraud and illegal activity

No election or political disinformation, fake news footage presented as real, scams or phishing, and nothing that facilitates illegal activity such as weapons manufacturing or drug sales.

Don’t recreate copyrighted characters, logos or brand assets you don’t own, and don’t upload photos, music or footage you don’t have the rights to.

How moderation works

Every render passes four checks, in this order, and stops at the first one it fails:

  1. Prompt check. Before anything is generated, your prompt and negative prompt are screened by our blocklist (prohibited terms, public figures and copyrighted characters, updated as new abuse appears), by Waffo Pancake’s Prompt Sift safety check and by an automated AI check for sexual, nude, suggestive, deepfake and graphic requests. If it is blocked, nothing runs and no credits are charged.
  2. Photo check. Every photo you use in a render is checked by the same automated system for nudity, sexual content and children in an unsafe context. A blocked photo stops the request before any credits are charged.
  3. Model safety filters. The video models we use through their APIs apply their own safety filters, so a request can still be refused after it passes our checks. A refused render counts as a failed render, and its credits come back automatically.
  4. Finished-video check. Every finished video is checked again before we store it or show it to you. If it fails, we don’t deliver it, and its credits come back automatically.

Every check result is logged with your account ID and kept for 12 months, so we can review abuse and answer appeals. Automated checks aren’t perfect, so what you upload and publish must still follow this policy. A person reviews every report and appeal, and when content that breaks these rules is reported to us, or we come across it, we remove it.

If you think something was blocked by mistake, see appeals below.

AI labels and watermarks

Videos you make here don’t carry a visible watermark from us, so labelling is up to you: when you publish AI-generated video, label it as AI-generated wherever a platform or the law requires it, and never strip labels to pass a clip off as real footage.

Reporting content

If you find something on PictureToVideo that breaks this policy, such as a shared video, a template or an example, email support@picturetovideo.org with the subject [Report]. Include the link or task ID and a short description. We review reports within 24 hours, and child-safety reports are always handled first. If a video shows you without your consent, say so in the report and we will prioritize it.

If you believe content on PictureToVideo infringes your copyright, email support@picturetovideo.org with the subject [DMCA] and include:

  • your name and contact details;
  • the work you own, and the URL of the content you believe infringes it;
  • a statement that you believe in good faith the use is not authorized;
  • a statement, under penalty of perjury, that your notice is accurate and that you own the rights or are authorized to act for the owner.

We remove infringing material promptly and let the uploader know.

When rules are broken

Depending on how serious it is, we block the request, remove the content, restrict features, or suspend or permanently close the account. Credits spent on violating content are not refunded, and accounts closed for serious violations lose their remaining credits. We report illegal content to law enforcement where the law requires it.

Appeals

If you think we got it wrong, reply to the notice or email support@picturetovideo.org with the subject [Appeal] within 30 days. A person, not a filter, reviews every appeal, usually within three business days.
